AntiSpam options not working

The anti-spam option no longer works.

$max_urls[0]="0";
$max_url_fields[0]="0";

I put this to 0 , "" blank, and 1; 1 is the only thing that seems to work.

But, I want zero urls as spammers are inputting "1 hyperlink" to those $ex urls

I also want to make the phone field a minimum of 9 characters with format
(123) 555-1212

spammers input 123456 and it gets through.
